This integrated investment package under the Public Sector Loan Facility (PSLF), comprises 18 public infrastructure investments structured around five strategic pillars: (i) Transport and Road Safety (WP2, WP3, WP4, WP5, WP7, WP10, WP12, WP13, WP16): enhancing connectivity and road safety, improving accessibility for rural and mountainous areas, and strengthening the region\u2019s tourism potential. (ii) Health Infrastructure (WP17, WP18): reinforcement, expansion and fire-protection upgrading of the General Hospitals of Kozani and Kastoria, improving safety, resilience and service capacity for more than 148,000 patients annually. (iii) Urban Renewal and Quality of Life (WP6, WP8, WP9, WP11, WP15, WP16): energy-efficient street lighting, safer pedestrian zones, and modernised water and sewerage systems to upgrade urban environments and raise living standards. (iv) Educational Infrastructure (WP14): establishment of the Kastoria Police Cadet Department with a capacity of 500 cadets, revitalising underutilised urban land and strengthening local educational and institutional presence. (v) Digital Cultural Heritage (WP19): development of a regional digital portal featuring 1,500 digitised cultural assets and attracting approximately 50,000 users annually, reinforcing cultural identity and digital transformation. By supporting public transport, social and cultural infrastructure combined with environmental and climate mitigation action, these investments will deliver a balanced and socially inclusive pathway for Western Macedonia\u2019s just transition. As a sustainable investment package, the RWM phase 2 project aims to achieve annual energy savings of 5,803 MWh and reduce CO2 emissions by more than 2,147 tonnes per year. In the operational phase, the project is expected to create 25 permanent jobs, linked to the long\u2011term operation of digital, cultural, educational and public service infrastructure. Based on ELSTAT and Eurostat statistics for the relevant sectors, it is estimated that approximately 55% of these permanent jobs will be held by women. Thanks to these investments, around 254,595 people are expected to benefit from modernised transport, social and urban public infrastructure, including isolated communities, patients, urban residents and young people. The project aligns with the Region\u2019s Territorial Just Transition Plan (TJTP) by promoting economic diversification, which includes integration of rural and mountainous areas into tourism and the broader economy, supported by road infrastructure investments.
