Στη βάση της εφαρμογής της στρατηγικής έξυπνης εξειδίκευσης, που αποτελεί η τετραπλή έλικα, οι ανάγκες που καλείται να εξυπηρετήσει η δομή στήριξης RIS είναι, συνοπτικά, οι εξής:

• Facilitating the linkages between academic/research institutions and businesses.
• Facilitating cooperation and exchanges between businesses.
• Adoption of good practices and examples from other Greek and/or European regions.
• Rational utilization of public resources and incentives for R&D and innovation (RTDI) and entrepreneurship.
• Supporting evidence-based decision-making based on data and documentation.
• Creating the conditions for attracting businesses and investments.
• Facilitating the linkage between the labour market and RIS.
