General Regional Indicators

To support evidence-based and data-driven decision-making, the RIS Unit of the Regional Development Fund of Western Macedonia monitors a wide range of economic indicators for Western Macedonia, including entrepreneurship and trade transactions, the labor market, demographics, development, and innovation.

In addition, as part of the monitoring of the Smart Specialisation Strategy, it also monitors the Output and Result indicators, as provided for in the text of the aforementioned strategy.

Given the importance of innovation in the development of a region, the RIS Unit of the Regional Development Fund of Western Macedonia monitors a wide range of innovation indicators for Western Macedonia.The main elements assessed in relation to innovation in the Region of Western Macedonia are the development of:

1.Public and private sector R&D expenditure,2. R&D personnel employed in the public and private sector as a percentage of the country’s total labour force,3. the Regional Innovation Index*,4. the European Regional Competitiveness Index**

*The Regional Innovation Scoreboard (RIS) is an extension of the European Innovation Scoreboard (EIS) and assesses the level of innovation in 240 European regions based on 21 indicators out of the 32 used in the European EIS 2021.

**The European Regional Competitiveness Index (RCI) measures the main drivers of competitiveness since 2010 for all NUTS-2 level regions across the European Union. It includes 74 indicators grouped into 11 dimensions of competitiveness, three of which relate to innovation dimensions: Technological Readiness, Business Sophistication, and Innovation.The data are sourced from Eurostat (europa.eu).

Smart Specialisation Indicators (RIS)

According to the circular of the Special Service for Strategy, Planning and Evaluation (EYSSA), entitled “Monitoring & Evaluation System for the RIS3 Strategies 2014–2020”, a mechanism was developed which is implemented at national and regional level and is based on indicators that allow the monitoring of the progress of each smart specialisation priority.

The monitoring indicator framework includes:

• output indicators, including common and specific ERDF and ESF output indicators, as selected in the approved Operational Programmes (OP of Western Macedonia, EPAnEK, YMEPERAA), which relate to the monitoring of the Thematic Objectives set.• result indicators incorporated into the approved Operational Programmes and linked to the RIS3 strategy, as defined by the relevant Managing Authority, which relate to achieving change in a specific area or sector as a result of the policy implemented.
