“The EUNOMIA.AI project, funded under the Digital Europe Programme, is a 36-month initiative to accelerate the adoption of trustworthy Generative AI in European public administrations. The consortium consists of 34 organizations from 13 EU Member States plus Norway, including 30 public administrations. Its goal is to deploy GenAI solutions in 25 public administrations and integrate them into at least 15 public services. A key objective is reinforcing European technological sovereignty by using and fine-tuning European open-source models. To support this, a centralized, high-performance GenAI infrastructure will be procured and hosted at the University of Granada, with an option for federated local nodes to ensure data sovereignty. The project is structured into seven Work Packages (WPs) covering the full adoption lifecycle, from management (WP1) and technical development (WP2) to compliance (WP3), infrastructure (WP4), piloting (WP5), impact assessment (WP6), and dissemination (WP7). The project will pilot use cases across four strategic domains: Public Administration, Law as Code, Virtual Assistance, and Multimodal Automation. A “”compliance-by-design”” approach ensures alignment with the EU AI Act and GDPR from the start. The first pilots are scheduled for deployment at month 18 (M18), with final evaluation at M30. EUNOMIA.AI aims to deliver more efficient and accessible public services, create scalable blueprints for EU-wide adoption, and build a collaborative GenAI4EU community to ensure sustainable impact, fostering an innovative, disruptive and high-impact European AI ecosystem.”
