1. Background and objectives Access to information, broadband connectivity and financing of virtual accessibility are key components necessary for the development, adoption and use of ICT in the economy and society. Inadequacies in the telecommunication infrastructure and accessibility to services among the individual countries and regions of the programme area hamper significantly competitiveness and cohesion in South East Europe. Market mechanisms fail to address adequately the low population density and/or rural and remote areas. These problems have been widely acknowledged at European and national policy level. SUSTAINABLE NETWORKS FOR THE ENERGETIC USE OF LIGNUCELLULOSIC BIOMASS IN SOUTH EAST EUROPE 

Biomass constitutes a sector of the highest energy potentials both, in South East Europe and in the EU27. It covers more than half of the renewable energy sources for heat applications, and as heat covers more than half of the final energy consumption in Europe, biomass obviously is a key domain to meet the ambitious 2020 targets of the Renewable Energy Directive (2009/28/EC). The project FOROPA aims at promoting and strengthening clusters and networks for an improved use of lignocellulosic biomass in the SEE area. Transnational integrated management of water resources in agriculture for the EUropean WATER emergency control

EU.WATER, carried out in 8 rural study areas belonging to 8 SEE Countries, tackles the emergency related to water consumption and contamination in Europe, aims at spreading, at transnational level, an integrated water resource management in agriculture based on the optimization of water consumptions and cutback of groundwater pollution Through a joint strategy and its downscaling within each PPs governance framework, EU.WATER (which starts from the capitalization of the extreme & fragmented load of results of previous projects) moves towards (1) application of the EU Water and Nitrate Directives across SEE Countries (2) development of adaptive-learning practices and innovative solution to contribute at the transition of local agriculture towards innovative and environmental-friendly measures (3) incentives to farmers to adopt eco-prescriptive practices.
